Position Summary:

 The Chief of Police is a senior leadership role responsible for the oversight, direction, and operation of the Belt Railway Company of Chicago’s Police Department. This role ensures the safety and security of personnel, property, and operations while fostering positive relationships with the community, regulatory bodies, and law enforcement partners. The ideal candidate will have extensive law enforcement experience, leadership capability, and a strong commitment to safety, compliance, and community service.

Key Responsibilities:

 Leadership & Administration

  • Develop and implement departmental policies, procedures, and strategic plans in alignment with company goals and public safety standards.
  • Supervise police personnel including hiring, training, performance evaluations, and professional development.
  • Provide leadership during emergencies, critical incidents, and high-stress situations.

Regulatory Compliance & Reporting

  • Ensure compliance with Federal Railroad Administration (FRA) regulations, including incident and injury reporting.
  • Serve as Designated Employer Representative (DER) for DOT drug and alcohol testing programs, including random testing, reasonable cause testing, and participation in FRA audits.
  • Manage accurate and timely reporting of hazardous materials (HazMat) spills.

Operational Oversight

  • Schedule and coordinate day-to-day patrol operations and special event security.
  • Oversee criminal investigations, ensuring thorough and timely resolution.
  • Supervise payroll, departmental budgeting, and resource allocation to maximize efficiency.

Community & Agency Engagement

  • Foster productive relationships with federal agencies (e.g., TSA, FRA), local law enforcement, and community partners.
  • Lead community outreach initiatives to build trust, enhance collaboration, and address safety concerns.
  • Represent the department in disciplinary hearings and provide testimony as needed.

Qualifications:

Education & Licensure

  • Bachelor’s degree in Criminal Justice, Public Administration, or related field (Master’s preferred).
  • Certification as a law enforcement officer in Illinois or eligibility to obtain certification.

Experience

  • Minimum 10 years of progressive law enforcement experience, including leadership and supervisory roles.
  • Railroad or transportation law enforcement experience highly desirable.

Skills & Competencies

  • Strong leadership and interpersonal skills with the ability to inspire and manage diverse teams.
  • Expertise in criminal investigations, regulatory compliance, and conflict resolution.
  • Knowledge of immigration laws, animal handling protocols, and loss prevention strategies.
  • Proficiency in first aid and safe vehicle operation for law enforcement purposes.
  • Skilled in budget oversight and departmental resource management.

Work Environment & Requirements

  • Position involves both office and field work, including exposure to outdoor elements and active rail environments.
  • Must be available to respond to emergencies at any hour.
  • Valid driver’s license required.
