C3RS gaining momentum

Various Belt team members have expressed how the Confidential Close Call Reporting System (C3RS) is making a positive difference.

Roughly a year after the program resumed in late 2023, the C3RS Peer Review Team (PRT) assessed its 100th case to eliminate or mitigate safety issues. The program, which involves a partnership with the FRA and NASA, was initially rolled out in 2020.

As part of the Belt’s PRT, Signal Foreman/Trainer Clint Jonas says he’s impressed with the level of engagement.

“With each of those 100 cases, we had 100 opportunities to make enhancements,” he said.

Superintendent of Safety Terry Hartwig said he᾿s also excited about the opportunity that C3RS offers.

Jonas believes they’ll experience even greater participation as trust grows and results follow.

Hartwig said key lessons from the initial rollout are aiding the program’s success.

“One thing we learned was to truly let the PRT take the ball and run with it. We let them collaborate, speak freely and come up with new solutions,” he said. “They’re the subject matter experts and can relate to everything that happens in the field. I’m here to support the group and get them the resources they need; but, ultimately, it’s up to them to keep this program alive.”

Hartwig is encouraged by what C3RS and the PRT have achieved.

“The fact that roughly 39% of the cases were previously unknown events tells me the process is working,” he said.
